How can PROLANSI ASESORES help you?

PROLANSI ASESORES has reached an agreement with its technology service provider Quantyca to make its Ubyquo Central eFactura invoicing programme available to our clients.

We have a limited number of licences for the Ubyquo Central eFactura invoicing programme, which we will make available to clients interested in the application. This application will be connected to our accounting systems, meaning that it will not be necessary to send all invoices issued.

Computerised invoicing systems and VERI*FACTU

In general, the terms VERIFACTU or VERIFACTU regulation are used to refer to the regulation that establishes the requirements that must be met by computer or electronic systems and programmes that manage the invoicing processes of entrepreneurs and professionals, as well as the standardisation of invoicing record formats. This regulation was approved by Royal Decree 1007/2023 of 5 December.

The regulation partially develops Article 29.2.j) of Law 58/2003, of 17 December, on General Taxation (LGT), introduced by the well-known Anti-Fraud Law (Law 11/2021, of 9 July). Its scope of application focuses on the computer or electronic systems and programmes that support invoicing processes (abbreviated as SIF, Computerised Invoicing Systems) used by entrepreneurs and professionals who carry out economic activities.

This regulation, together with the Royal Decree that approves it, imposes a series of requirements on the computer systems used to issue invoices, with the aim of preventing, hindering and detecting possible fraud in the invoicing process.

What is VERIFACTU and what changes does it bring?

VERIFACTU is the new framework that regulates how computerised invoicing systems (SIF) must operate to ensure the integrity, traceability and inalterability of records of ISSUED INVOICES.

This is a new feature introduced by the anti-fraud law to prevent invoices from being manipulated. The aim of VERIFACTU is to prevent false or duplicate invoicing and to enable greater control by the tax authorities.

All invoices (complete or simplified) must include a QR code and be in the VERIFACTU system so that invoices issued can be sent to the Tax Agency in real time.

Who does it apply to? Are there any exclusions?

In general, it applies to all companies and self-employed individuals who issue invoices in the course of their business. Those who keep VAT records through the SII (Immediate Information System) and those who are not required to issue invoices are excluded.

Official calendar

Starting in 2025 and 2026, significant changes to invoicing systems in Spain will come into effect, regulated by the VERIFACTU royal decree. These changes affect software manufacturers, companies and self-employed professionals alike, and seek to ensure that all invoices are secure, verifiable and comply with tax regulations. It is essential that companies and professionals confirm that their invoicing software is adapted and approved before the mandatory dates to avoid incidents and penalties.

✓ Software manufacturers and distributors: must have adapted products by July 2025.

✓ Corporation tax payers (companies): before 1 January 2026.

✓ Other taxpayers (self-employed): before 1 July 2026.

Before VERIFACTU comes into force, companies/self-employed persons must check that their invoicing software is approved, i.e. that it is adapted to VERIFACTU and that they will be able to send invoice records to the Tax Agency.
